RTI template for Karnataka State

Each state can have its own rules to facilitate implementation of RTI Act.  Given below is the so called Form A according to the Karnataka Right to Information Rules, 2005.

Rule 4 talks about the Form A but it is ok to follow another format of RTI application as long it has the relevant information:

4. Fee.- (1) Any person desirous of obtaining information under sub-section (1) of section 6 of the Act shall make an application in Form-A or in any other format as far as possible containing the particulars specified under the format to the State Public Information Officer or State Assistant Public Information Officer as the case may be along with an initial fee of Rs. 10 with his application. Every officer receiving request under the Act shall give an acknowledgement.

Following is the same template along with information on how to frame questions etc.

i.        Keep it short. Karnataka RTI rules prescribe limit of 150 words.
ii.      Application should ask information about one subject matter, ask separate category of information in separate RTIs. This is as per Rule 14 in Karnataka RTI rules, but even otherwise it is advisable to track your RTI applications better.
iii.    Do not frame questions like “Why xxx is not done”…It will be rejected as this is not information as defined under RTI act.
iv.    Questions can be framed like “How much is the budget …”, “When xxx is planned to be done”, “When xxx will be done”, “Give name, designation of officer responsible for xxx”, “Give the details of steps taken on xxx”.
v.      You do not need to give reasons for asking the information.
vi.    You may give supporting information as enclosures like copy of newspaper story, picture etc

    Sir, I have a grievance for which I want to use RTI. My water meter was replaced by BWSSB in the year 2014 ever since I get a large bill amounts. My neighbouring families similar to mine having 4 members get bills in the range of 150-200Rs while it is 500Rs-1500Rs for me . I have given verbal and written complaint in the dates June 2016 and Dec 2016 to AEE office in Ulsoor division. He verbally asked me to pay Rs.1800 to get my meter replaced. Please let me know how to frame questions for my RTI for why my bills are inflated and how this situation can be rectified.

      You can file RTI to BWSSB asking for status of your complaint made to AEE Ulsoor. The RTI questions can be like:

      1. What is the status of complaint letter sent on

      2. Has any action been taken on above complaint?

      3. If not, by when the complaint will be disposed?

      No sir. RTI Act allows you to get information from PIO only. Use RTI responsibly 🙂

      The template shown is nothing but RTI form as per Karnataka RTI rules.  In any case, the information in RTI form is more important than exact template, so go ahead and file the RTI.  No one can reject RTI because it is not strictly as per any given form.

        Hello Vivek Sir,

        I filed an RTI application on an A4 sheet to BWSSB. Here’s what I have to say regarding their response:
        1. The reply was in Kannada. I think more people in Bangalore know to read English than Kannada. Also, since my application was in english, I expected a reply in the same language.
        2. The reply letter did not answer my questions but asked me to re-apply by using the correct format.
        3. I am unable to find the correct format. Hence not able to re-apply.

        I’ll try using the format mentioned by you and hope to get a reply.

          They may be allowed to reply in Kannada. After all, it’s state language.

          But they can’t refuse based on format. You can file first appeal instead. RTI doesn’t require any specific format to be accepted, it’s not mandatory, just a suggestion. The fact that the application reached them and they could read it means there was no problem with the application.

          Don’t get bamboozled by some dimwit bureaucrats.

    Hi Vivek,
    I need to file RTI for information from BBMP. In that respect few queries
    a) Should the language used be Kanaddda.
    b) When you say File an RTI is there a separate window for RTI in BBMP
    c) Are you conducting classes for RTI anytime soon.

    We have construction work going on in our residential area by big builders. They are creating a lot of pollution by digging and blasting. Also they are setting up a cement mixer which will cause pollution.

    How can I file an RTI and get info about (1) what clearances are needed by them (b) have they got the clearances

    WHo should the RTI be for – pollution control board?

    I want to know the status of the OC (Occupancy Certificate) for my apartment, the apartment comes under Anekal Planning Authority (APA) under BMRDA limit, but I couldn’t find the PIO officer for APA.
    Do I need to file the RTI against the BMRDA PIO directly?

    Need your assistance on this.

    This is the first time I have visited the blog and hats off to Vivek for his efforts to educate and inspire people to use this momentous legislation to solve their day to day problems that needs to be solved by the Government.

    Vivek, the roads and drains in my neighbourhood need urgent repairs but there is no response from the recalcitrant BBMP officials. How can I make use of the RTI act to solve this problem?

      BBMP is covered under RTI… you need to find out the PIO for roads and drains dept (they may be different) from BBMP website.  File an RTI.

      Don’t forget to file first appeal if there is no response to RTI within 30 days.
