    In the handbook of nyayabhoomi.org at page 48, para 9 under comercialization
    9. If no steps have been taken in any case. why?

    Why cannot be asked in RTI queries and the question has to be re-framed
    e.g. Kindly provide reasons ….

      Yes… asking for Why xxx is not done ? is a bad/invalid framing of question in RTI application.  I have explained it in this blog post:
